Could you please try to do following and let us know if solved the problem.
1. Run Command Prompt as an Administrator. Type cmd in Windows 8 Metro UI and press cltr+shift+enter
2. Type following and say enter
3. Reboot the system
Make sure the open window states Administrator on top or else the command won't work.

3. Reboot the system
If you're having trouble finding command prompt or getting "Access Denied" error, you can simply start typing
cmd from the home screen, right-click on it and select Run as administrator.
